Ich kenne zwar kein Exim aber die FAQ sagt:

Q0041:  What does the message Unable to get root to set uid and gid for
local delivery to xxx: uid=yyy euid=zzz mean?

A0041:  Have you remembered to make Exim setuid root? It needs root
privilege if it is to do any local deliveries, because it does them ``as
the user''.
