They do. As need a lot of other things.

Usually, all vax-linux user were compiling their own. This of course
implies to have a cross-compiler.

A cross compiler would probably the first thing. If you look at the
CVS repo, you'll find the "toolchain" project. It contains scripts to
download all recent CVS/SVN sources from uClibc, GNU GCC and GNU
Binutils and tries to build them.
Right now, they won't compile (as it seems) due to a changed
configuration in upstream uClibc'd config file. They're enabling
threads which we don't yet support. So you need to switch that off.
The kernel sources (in GIT, can be found on kernel.org) need a
facelift, too, but I haven't seen servere things that happened in the
last months so I guess it's not all that hard. That'll probably be my
work, or anybody's elses work that I could later on pull :)
