[LV] [PATCH] VAX/ELF: Provide correct relocation classes

Hello,

 Class annotation for VAX relocations is missing.  Here's an obvious fix.

 Regression-tested successfully with the vax-linux target.

	(elf_backend_reloc_type_class): Define.
