das interpretierst du genau falsch.
damit gibst du deiner gewünschten version diese priorität.
also: deine version wird nur installiert wenn es noch keine installation
von dem paket gibt. 

in wirklichkeit willst du eine priorität die sagt: immer diese version
installieren.

ich hab bei mir:
Package: lilo
Pin: version 21.7.5-55
Pin-Priority: 500

Package: pcmcia-cs
Pin: version 3.1.33-6woody1
Pin-Priority: 500

funktioniert tadellos.
